Climate Risk Management in Central Asia

Climate Risk Management in Central Asia

Welcome to the news page of the Climate Risk Management in Central Asia (CRM CA) programme, part of the Green Central Asia initiative.

It is implemented by GIZ in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan on behalf of the German Government and is co-funded by UK International Development.

Our goal is to improve transboundary climate risk management in the region. The team supports national partners, regional organizations, and local communities in joining forces to address climate risks and prepare for hydrological disasters.

In particular, the CRM CA programme:

  • Implements adaptation measures in all countries of the region based on completed Climate Risk Assessments for selected pilot river basins.
  • Strengthens joint response to water-related disaster risks. To achieve this, the program collaborates with the Center for Emergency Situations and Disaster Risk Reduction (CESDRR), the German Research Centre for Geosciences (GFZ), and the Potsdam Institute for Climate Impact Research (PIK) to assist Hydrometeorological Services and emergency agencies in utilizing relevant hydrological models (such as MODSNOW and SWIM) and information management mechanisms.
  • Supports regional dialogue platforms focused on joint climate risk management.

As part of the joint efforts with the UK Foreign, Commonwealth & Development Office (FCDO), the programme also operates in two key areas:

  • Small Grants and Climate Innovation Fund (SGCIF): Established for non-governmental organizations, this fund was launched in early 2025 to increase community resilience to the adverse effects of climate change and reduce greenhouse gas emissions. The first grants have already been awarded to five projects in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan for activities such as climate finance training, home insulation, and the installation of drip irrigation. A call for applications for the second intake has been announced for August 2026. Find out more here.
  • Supporting regional discourse on climate-informed investment across the Central Asian countries.
