On April 11-12 in Shymkent, Kazakhstan, the 86th meeting of the Interstate Commission for Water Coordination (ICWC) was held. GIZ Program “Climate Sensitive Water Resources Management in Central Asia” (CSWRM) with additional assistance provided by the USAID WAVE project supported all participating delegations from Central Asia.
The meeting was held under the chairmanship of N. Nurjigitov, member of ICWC from Kazakhstan, with participation of ICWC members from Tajikistan – D. Dzhum’a, Turkmenistan – D. Gendjiev, and Uzbekistan – Sh. Khamraev. The heads of executive bodies participated in the meeting as well: M. Makhramov, BWO Amu Darya, O. Kholkhujaev, BWO Syr Darya, D. Ziganshina, SIC ICWC, U. Nazarov, Secretariat, and invited persons. The chairman of the Executive Council of IFAS, A. Orazbai and the Director of the Water Resources Service of the Kyrgyz Republic, A. Sokeyev – as an observer – also participated in the ICWC meeting.
Key highlights from the meeting:
The Ministers of Energy from Kazakhstan, Kyrgyzstan, and Tajikistan convened a meeting, resulting in the signing of a protocol aimed at facilitating the exchange of energy (kW to kW) to support increased water discharge from the Toktogul and Kayrakum reservoirs during the summer months.
The ICWC meeting approved the reports on the winter period and signed the protocols and decisions establishing water intake limits for the Amu Darya and Syr Darya rivers from April to October 2024. However, it’s worth noting that while these agreements are significant steps forward, they do not guarantee a smooth season ahead.
